OPTIMISATION OF LIBRARY AND INFORMATION SERVICES FOR USERS WITH SPECIAL EDUCATIONAL NEEDS IN THE CONTEXT OF DIGITAL TRANSFORMATION

Abstract

The article substantiates the necessity and possibilities of optimising library and information services for people with special educational needs in the era of digital transformation. It considers the role of modern information technologies, universal design and assistive technologies in ensuring barrier-free access to library resources. The current state of digital accessibility of libraries in accordance with WCAG recommendations is analysed based on the research of Ukrainian and foreign scientists. Typical problems are identified: insufficient digital competence of employees, fragmented implementation of inclusive services, lack of equipment and funding. Ways to optimise this have been proposed: regular audits of digital resource accessibility, staff training, implementation of universal design, use of assistive technologies such as screens with special software, text scanners, Braille devices, sound systems, and active cooperation with organisations for people with disabilities. It is shown that libraries play a leading role in the implementation of inclusive digital services, and systematic optimisation will ensure equal access to knowledge for all categories of users.
